Planning Board: Southeast Area Study Update, 72 Apartments on U.S. 70 Business on Monday's Agenda

Southeast Area Study Presentation

A representative of the N.C. Capital Area Metropolitan Planning Organization (CAMPO) will present the results of the group's Southeast Area Study.

Started in 2015, the Southeast Area Study took a look at the transportation system and the ways land is used in our area, and it will help CAMPO plan for transportation improvements through 2040.

CAMPO will also present three strategies for Clayton to put the study into action. They are:

  1. Encourage Higher Densities in Key Locations: Pursue options to encourage higher densities of residential and non-residential development in key targeted locations.
  2. Encourage Mixed-Use Development: Adjust Clayton regulation to permit and encourage mixed-use development activity centers.
  3. Coordinate Capital Investment Plans for Key Infrastructure: Coordinate public investment in infrastructure to align with and support future economic growth and land use development plans and maximize joint funding opportunities.

In addition to taking the plan to Planning Board for its blessing, CAMPO plans to present the study's finding to the Clayton Town Council.

Abbington Forest: 72 Apartments off U.S. 70 Business, East of WakeMed Clayton Medical Park

ReaVentures seeks site plan approval and a special-use permit to develop a 72-apartment complex on 4.94 acres of vacant land owned by Omkrishna LLC. The land is located off U.S. 70 Business, just east of the WakeMed Clatyon Medical Park (across from the ABC Store.)

The site plan shows three, three-story apartment building and a clubhouse. The parking lot would have 143 spaces. Drivers would access the complex via U.S. 70 Business using a right turn in and a right-turn-only exit.

The special-use permit is required to develop apartments in land zoned Office-Institutional (O-I).

Town planning staff recommends the Planning Board deny the site plan. Staff has concerns regarding landscaping, dumpster configurations, mail kiosk location and its approval from the postmaster, traffic study concurrence from NCDOT and landscaping/utility conflicts.

The Planning Board has the final decision on site plans, but can only make recommendations to the Town Council on special-use permit requests. Under the Town's Unified Development Code, all special-use permit requests are required to be associated with a site plan. That means, if the Planning Board denies the site plan, it would need to recommend the Town Council deny the special-use permit.

Rezoning on Gateway Drive off U.S. 70 Business

Windswept Properties of NC LLC seeks to rezone a 1.18-acre lot to Office-Institutional (O-I) from Highway-Business Special-Use District (B-3 SUD). The land is located on Gateway Drive, in the medical park located across U.S. 70 Business from the ABC Store. The applicant owns the land.

The property is vacant, and the applicant is preparing it for future sale and development. Many of the nearby medical offices are zoned Office-Institutional.

The Planning Board's recommendation will go to the Clayton Town Council, which will vote to approve or deny the rezoning.
